Interdisciplinary working meetings attended by several IRDEIC teams have led to identification of the need to start by establishing the current status (which was already planned as the first phase for the programme) by establishing - as clearly as possible - the various decision-making methods and issues involved.
To this end, coordination (Marc Blanquet) and publication of a shared work consolidating the contributions of certain specialists, each one of which have established reputations in terms of the topics addressed, have been decided on.

Second phase planned:
The project aims at studying, as a second step, the aspect of “legislating better”, and this second phase of Norma will therefore be associated with a symposium organised by the CDC on the topic: “What about simplification of the law?” This symposium will constitute the 7th Annual IFR Day Event on “Changes in Legal Standards” by the Toulouse 1 University of Social Sciences on 26 and 27 November 2009.
