Professor Blanquet gave a lecture on ‘The nature of the European Union’ at the Autonomous University of Barcelona on Monday, 9 September. A long tradition of cooperation links the Barcelona university with Toulouse I Capitole. A professor emeritus from Barcelona who attended the lecture recalled that Guy Isaac also spoke at this university in the 1980s.

The talk conveyed the difficulties in classifying the European Union within any one category of being a federalist system, an international organisation or supra-national organisation. Prof. Blanquet attempted to identify the nature of the Union by breaking down its essential features and its constitutional identity, and finally by defining it as a Union of States.
