Summary
The thesis "Essay on budgetary normativity" is a reflection on the budget norm. Admittedly, budget normativity is a singular normativity but its singularity does not take away its legal character. This singular legal character marked the procedure of protection of budgetary normativity. The budgetary normativity in Tunisia is a singular legal normativity that was not protected under the aegis of the Constitution of June 1st, 1959 despite multiple attempts. This reality has changed with the new Tunisian Constitution of 27 January 2014, but we must not believe that budget normativity is protected. Indeed, advocating for the protection of this unique legal normativity is also vital to rebuild the Tunisian state and really see the birth of the second Republic. This protection is able to establish citizen trust in the management of public funds by the state. Given the immediate link between budgetary normativity and that of the continuity of the state, but also with the idea of change in Tunisia, advocating for the protection of this normativity becomes an imperative. The protection of budgetary normativity proves to be a condition of the reality of any institutional change aimed at establishing the rule of law.
